Vacancies: Lecturer and senior lecturer positions at the Graduate School of Public and Development Management at the University of the Witwatersrand

The Graduate School of Public and Development Management at the University of the Witwatersrand, South Africa is recruiting for various lecturer and senior lecturer positions. (Sessional, part-time and full posts).

The Graduate School of Public and Development Management is a leading multidisciplinary postgraduate and executive management school of governance, public policy and public management development in South Africa and the rest of the Africa continent. It is inviting applications from within and outside South Africa with either a Masters Degree or PhD in an appropriate academic discipline for the various senior lecturers and lecturers posts which could be either sessional, part-time or fulltime. The specific areas in which expertise are sought are:

  • Public finance and fiscal management;
  • Social security promotion and protection;
  • Crime and Policing;
  • Information communication technology and knowledge management;
  • Health management and organization;
  • Higher education and training management;
  • Monitoring and evaluation and
  • Research design, methodologies and social theory.

The applicants for the senior lecturers academic post must have demonstrable knowledge and experience in teaching, research and supervision. The applicants for the lecturers must have knowledge and experience in teaching and research. Knowledge and practical experience of the various academic disciplines within the Southern African and broader African contexts in working with state institutions, governments and multilateral agencies will be an added advantage.

The successful applicant must have a theoretical grounding and practical experience, including where applicable, knowledge in curriculum design and development in one or combination of the following academic disciplines:

Public finance and fiscal management: covering political-economy and governance of fiscal management, fiscal policy approaches and reforms, role of the public sector and revenues and expenditure, determining of public expenditure priorities, assignment of expenditure and taxing responsibilities, intergovernmental transfers, budgetary and financial management, borrowing, and revenue and expenditure analysis.

Social security promotion and protection: covering political-economy and governance of social security nets and protection, economics of the welfare state, poverty reduction strategies, approaches to social security and protection reforms, institutional and organizational arrangements, design, implementation and management of social security and protection programmes.

Crime and Policing: covering leadership and management in the field of public safety and security, crime scene investigation and protection, crime intelligence, multidimensional approaches in policy support to relevant state institutions, project management and fundraising for the crime and policing initiative within the School Information communication technology and knowledge management: covering information communication systems and technologies, information technology industries and legislation, network knowledge economy, utilization and optimization of information communication technologies for various public and private sectors.

Health management and organization: covering leadership and management in health services, health service financing and systems, setting priorities within health planning and management, human resource planning and institutional, corporate and hospital management.

Higher education and training management: covering leadership; management, institutional, and organizational to higher education and training; leading change initiatives to address organizational goals, developing and facilitating increased strategic competencies of senior academic and professional managers in higher education and training institutions demonstrated through better planning and improved curricula, research and innovation.

Monitoring and evaluation: covering political-economy of monitoring and evaluation, design and implementation of monitoring systems, norms and standards, and methods; data collection, tools and processes; institutional, organizational and management approaches to monitoring and evaluation in service-delivery, strategic support and reporting, impact studies and quality management.

Research design, methodologies and social theory: covering social theory, research design, quantitative and qualitative methodologies, and report writing. This position includes support to PhD students and enhancing the quality of research outputs by academics within the Graduate School.

Shortlisted candidates will be invited to present a lecture demonstrating their area of expertise at a seminar attended members of the Graduate School and Faculty. On appointment the successful candidates, where appropriate, will participate in a teaching and learning programme within the university.
