Governance and secretariat
At the launch of the African Management Development Institutes' Network (AMDIN), it formally adopted a constitution under which to function and take its work forward. AMDIN is established as a formal network of African Management Development Institutes within the context of African Union (AU) and its programme New Partnership for Africa's Development (NEPAD) and under the guidance of the Pan African Ministers of Public Service and Administration. AMDIN is established as a Pan African Non Profit Organisation (NPO). The Network is registered under South African law.

Membership of AMDIN is open to all public and private African Management Development Institutes and Schools, and research institutions within the scope of Governance, Public Administration and Public Policy, and who share a commitment to realise the objectives of AMDIN. Registration of membership is per institution rather than at a country level and is open to all institutions operating in a country.

The AMDIN Constitution caters for the following governance structures / forums:

General Assembly

All duly recognised Members of AMDIN meets biennially to receive reports from its delegated structures and to elect the regional representatives who serve on the AMDIN Council. The General Assembly met for the first time in August 2007 and will meet again in October 2009.

Council

The Council is composed of fifteen members who represent institutions and are representative of the five regions. The membership of council is structured as follows:
  • Twelve members who have been elected by the General Assembly and represent regions
  • One representative from the Commission of the African Union (ex-officio)
  • One representative from the NEPAD Secretariat (ex-officio)
  • A representative of the Chairperson of the Pan African Conference of Ministers of Public Services who shall have observer status (ex-officio)
  • The Executive Director (ex-officio); and
  • The Immediate Past Chairperson

Committees

Council has the authority to establish no more than three standing committees, of which at least two members are members of the council. Two such committees have been operationalised thus far. These are:

    In addition, Council can create other Ad Hoc committees - with a life span not exceeding one year.

Secretariat

Chief Executive Officer: Hanlie van Dyk-Robertson

The AMDIN Council offered the position of Chief Executive Officer to Hanlie van Dyk-Robertson after its meeting in July 2008. She assumes this position in full-time capacity as from 1 April 2009, after she has been acting part-time in the position since January 2007. She was previously Policy and Special Advisor to the Hon. Geraldine Fraser Moleketi, Minister of Public Service and Administration of South Africa since January 2001 until the Minister's retirement in September 2008. In this position her main responsibility was to provide technical assistance to the Minister in fulfilling her many leadership roles in the international Public Administration policy community, including being chairperson of the Pan African Conference of Ministers of Public and Civil Service.

Prior to becoming Advisor she was a Chief Director in the Department for Public Service and Administration, with special responsibility for Sector Analysis, and later in the office of the Director General. Having come from an academic position to the Public Service, Hanlie maintains a strong link with academia. She is Honorary Professor in the Faculty of Management at the University of the Free State and Visiting Research Fellow at the Graduate School for Public and Development Management at the University of the Witwatersrand. Her areas of expertise include Comparative Public Sector Reform, Policy Analysis and Management, with specific interests in Implementation Research, as well as Monitoring and Evaluation; and Public Sector Capacity Development.
